Memo tLfCRING S ASSUCIIT .CS TAU MU TO: Mayor Biesener & Members of the City Council FROM: Lee Elfering, City Engineer DATE: August 17, 2006 RE: The Preserve Development Retaining Wall Revisions As required by the City retaining wall plans were submitted by the developer for approval prior to the construction of the walls. In review of those plans it was noted that some walls were over the 4 -feet maximum approved at the time of final plat and plan approval. The plans were not approved due to this height discrepancy and new plans were requested that met the maximum wall height requirement. We spoke directly to the wall designer and site civil designer to reiterate the maximum height of 4 feet would be measured from the top of the wall (including the cap stone) to the finished ground at the base of the wall. With that understanding they have submitted a new grading plan and associated retaining wall plan. The revised grading plan was requested because they have changed from 2 -tier walls areas to 3 tiered walls behind the homes. We have reviewed the changed grading plan and have verified that the 3 tiered walls are all under the 4 foot maximum height and that the distance between the walls meets the rise vs. run requirements of the City. While grading directly adjacent to the walls was modified with the new wall layout, the rest of the grading plan remained unchanged. We have again required that the actual wall plans prepared by a licensed engineer be provided for our review and approval prior to any wall construction.
