Hanson <br />www, ci.little- canada.mn. us <br />MEMORANDUM <br />To: Mayor Blesener & Members of City Council <br />From: Bill Dircks, Public Works Superintendent <br />Date: August 4, 2006 <br />Re: Parking Ordinance <br />A draft of the parking regulations ordinance including an amendment for the new winter <br />parking ban has been included for your approval. Sections 403.010 has had some <br />language added and Section 403.050 has been amended and the rest of the sections in <br />ordinance have been renumbered. New language has been underlined. Section 403.010 <br />includes an additional description of vehicles that are allowed to park on city streets to <br />clarify what was previously in the code. Please direct any questions regarding this <br />section to the Code Enforcement Officer. Section 403.050 has been added to outline the <br />winter parking ban that was approved at the July 12 City Council Meeting. It lists the <br />effective dates as November 1s` through April 1st and the times as 2:00 a.m. and 6:00 a.m. <br />The Snow Emergency Parking Regulations in Section 403.040 will remain to account for <br />daytime snowfalls and unusual events requiring the Public Works Department to plow <br />outside of the overnight hours. An example would be three consecutive days of heavy <br />snowfall requiring Public Works to plow during the day to keep roads open. In those <br />cases, cars parked on the street would cause us to plow around them and, as the snow <br />piled up, the car would be buried and very difficult to move and would also pose a safety <br />risk for other traffic. <br />
