MINUTES <br />CITY COUNCIL <br />JULY 26, 2006 <br />AMENDMENTS <br />TO CUP'S — <br />194/196, <br />3164, AND 3175 <br />RYAN LANE — <br />LEE ROSSOW <br />AMENDMENT <br />TO ZONING <br />CODE'— <br />FENCE <br />PERMITS: <br />AND <br />DRIVEWAY <br />STANDARDS <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />Given that Mr. Lee Rossow was not present at this evening's meeting, the <br />City Administrator recommended that the Public Hearing to consider <br />Amendments to Conditional Use Penuits for open and outdoor storage for <br />194/196, 3164, and 3175 Ryan Lane be continued to the August 23, 2006 <br />Council meeting provided that Mr. Rossow signs a 60 -day waiver <br />agreement. The Administrator recommended that if Mr. Rossow does not <br />sign the waiver, then the Amendments to CUP's would be denied based on <br />the fact that the site plans are too vague to allow proper monitoring and <br />enforcement. <br />Mr. LaValle introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2006 -7 -169 — CONTINUING THE LEE ROSSOW <br />REQUEST FOR AMENDMENTS TO CUP'S FOR OPEN AND <br />OUTDOOR STORAGE FOR 194/196, 3164, AND 3175 RYAN LANE <br />UNTIL THE AUGUST 23, 2006 REGULAR COUNCIL MEETING <br />PROVIDED THAT MR. ROSSOW SIGNS A 60 -DAY WAIVER <br />AGREEMENT, AND SHOULD MR. ROSSOW NOT SIGN THE 60- <br />DAY WAIVER, THE AMENDMENTS TO CONDITIONAL USE <br />PERMITS FOR OPEN AND OUTDOOR STORAGE FOR 194/196, <br />3164, 3175 RYAN LANE ARE HEREBY DENIED GIVEN THAT THE <br />SITE PLANS SUBMITTED ARE TOO VAGUE TO ALLOW FOR <br />PROPER MONITORING AND ENFORCEMENT <br />The foregoing resolution was duly seconded by Allan. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />Mayor Blesener noted that the Planning Commission tabled action on <br />a proposed Amendment to the Zoning Code relative to fence permits <br />and driveway standards to their August meeting. Therefore, this matter <br />should be tabled to the August 23I TI City Council meeting. <br />Keis questioned the need to require currently unpaved driveway to be <br />paved. Blesener noted that the recommendation is that unpaved <br />driveways would be grandfathered in until there is a major remodeling <br />project proposed for the property. At that time the requirement to pave the <br />driveway would be imposed. <br />7 <br />
