BACKGROUND SUMMARY <br />In order to create higher - quality, attractive industrial districts, many cities have specific <br />requirements for exterior building materials. These requirements ensure that all <br />buildings are of good aesthetic and architectural quality, and that they will maintain and <br />enhance the property values of neighboring properties. To compare and review various <br />exterior material requirements, a code search was performed on such requirements in <br />neighboring cities. The sample cities chosen were Roseville and Maplewood. <br />The City of Roseville regulates exterior wall finishes in a generally for all districts, as <br />opposed to individual zoning districts. The City requires that all exterior wall finishes on <br />any principal or accessory building shall be one of, or a combination of, the following: <br />A. Face brick. <br />B. Natural or cut stone. <br />C. Specially designed, precast concrete units if the surfaces have been integrally <br />treated with an applied decorative material or texture (excluding raw concrete <br />block painted or unpainted). <br />D. Glass, prefinished metal, fiberglass or similar materials or cor -ten steel (other <br />than unpainted galvanized metal or corrugated materials). <br />E. Stucco and other cementation coating applied in a manner so as to create a <br />harmonious design in conjunction with the materials. <br />F. Factory fabricated and finished metal framed panel construction if the panel <br />materials are any of those noted above or similar as determined by the City <br />Council. <br />G. The City Council may approve other new materials which are equal to or better <br />than the materials listed in this chapter <br />The City of Maplewood is even more general with their exterior building material <br />requirements. The city does not specify acceptable materials. The only specific <br />reference to industrial buildings is in regards to pole barns. As such, the City's zoning <br />ordinance reads as follows: <br />A. It shall be unlawful to erect a metal storage building in the City which is of a <br />design commonly referred to as a "pole barn" or "agribuilding" unless such <br />building would be: <br />1. Located in an F farm residence district <br />2. A metal storage building commonly used as a backyard storage shed <br />3. Located in the M1 light manufacturing district of M2 heavy manufacturing <br />district and substantially screened so as to be up to 80 percent opaque as <br />viewed from residentially zoned land or streets. If the screening is <br />removed or dies and is not replaced, the city council may require removal <br />of the building. If the value of the building exceeds $25,000.00, the city <br />council shall allow at least a five -year amortization period. <br />4. Located in the BC business commercial district and approved with a <br />conditional use permit. <br />2 <br />
