MINUTES <br />PLANNING COMMISSION <br />AUGUST 10, 2006 <br />ADJOURN <br />The City Planner replied that the Commission can table action until its <br />next meeting to give it some time to think about the issues. He noted that <br />it appears that the Commission is reasonably accepting of the idea, and <br />that it would be the specific standards that need to be developed. The <br />Planner indicated that looking at the standards of the five cities outlined in <br />the report, there are some standards that he likes and some he does not. <br />The Planner pointed out that in addition to the issue of expansion of <br />existing metal buildings, another issue would be to define how much metal <br />would be allowed to be used as an architectural finish on a new building. <br />Duray agreed that the consensus is that the Commission would like to see <br />the exterior construction materials allowed in the I -1 District upgraded. <br />McGraw agreed that exterior construction materials for new construction <br />should be upgraded. He noted that the problem is what the City does with <br />existing buildings. <br />The City Planner noted that building owners will argue for an addition to a <br />metal building based on the premise that the addition will allow them to <br />bring outdoor storage inside. Therefore, the battle will be outdoor storage <br />versus enlarged metal building. <br />The City Planner suggested that he develop some ordinance language and <br />bring it back to the next Commission meeting. He suggested that this <br />language include something on the threshold issue for requiring upgrades <br />to Ryan Industrial Park. <br />Hall suggested that the Planner look at some case law relative to the <br />threshold issue, suggesting there may be concern with the establishment of <br />an arbitrary percentage at which point compliance with new standards is <br />required. <br />The City Planner indicated that he would bring a recommendation to the <br />Commission for consideration at its next meeting. <br />Rheaume moved the meeting adjourned. <br />Seconded by Barraclough. <br />Motion carried 6 — 0. <br />There being no further business, the meeting was adjourned at 8:57 p.m. <br />10 <br />
