RESOLUTION <br />IN SUPPORT OF AN APPLICATION TO THE MINNESOTA DEPARTMENT <br />OF TRANSPORTATION (MnDOT) FOR <br />LOCAL ROAD IMPROVEMENT PROGRAM FUNDS <br />WHEREAS, the existing intersection of Viking Drive with Rice Street functions very <br />poorly due to lack of signalization, close proximity to the Highway 36 off ramp, limited <br />capacity of the Rice Street bridge over Highway 36, excessive turning movements <br />created by area businesses, and general congestion; and <br />WHEREAS, the City has identified an alternative route whereby Viking Drive would be <br />relocated to tie in with Minnesota Avenue; and <br />WHEREAS, said re- routing would provide for a signalized intersection for Viking Drive <br />via Minnesota Avenue; and <br />WHEREAS, said re- routing would also remove the conflicts associated with Viking <br />Drive being in close proximity to the Highway 36 interchange; and <br />WHEREAS, said re- routing combined with various property acquisitions and <br />redevelopment will eliminate private accesses along the east side of Rice Street thereby <br />improving traffic flow in this busy area; and <br />WHEREAS, the costs of acquiring various properties to undertake this relocation will <br />place a burden on the taxpayers of Little Canada versus the benefits that will accrue to the <br />entire region, <br />NOW, THEREFORE BE IT RESOLVED THAT the City of Little Canada hereby <br />authorizes and supports the application for MnDot's Local Road Improvement Program — <br />Routes of Regional Significance Account to aid in the correction of major traffic flow <br />deficiencies in the Rice Street /Highway 36 area. <br />Adopted this 23`d day of August 2006. <br />ATTEST: <br />Joel R.
