Mayor and Council Members
September 13, 2006
Page Two
Gorman Rupp equipment is currently installed in all other lift stations within the City. The other
suppliers have pumps and /or controls for other types of submersible stations within the Twin
Cities. However, neither of the other suppliers have the type of station proposed for County
Road B2 and Jessica Court operating anywhere in Minnesota.
In checking the references supplied by each company, all of the suppliers have demonstrated
very good support services for pumping equipment sold to other municipalities within the Twin
Cities area. However, since the other stations within Little Canada are Gorman Rupp stations,
City Staff has first hand experience with the type of services, quality of service, and service
response time provided by General Repair and can attest to the fact that it meets City needs.
From a standpoint of ease of operation and ease of maintenance, the City's personnel are very
familiar with the Gorman Rupp package stations, which would provide an immediate comfort
level for staff. Additional training may be necessary for the other stations. In addition, the
pumps provided by Quality Flow Systems and Engineering America are manufactured separate
from the remaining portion of the station, which could complicate the warranty work process
and /or add to the overall service time. The Gorman Rupp station is entirely manufactured by
them. If issues arise only a single source needs to be contacted for the Gorman Rupp station
regardless of the problem.
Based on references, the reliability of the pumps, controls, and other equipment proposed is
proved to be very good.
Based on our review and evaluation of the three proposals received for the submersible sewage
package pump station for County Road B2 and Jessica Court, we recommend the purchase of
the Gorman Rupp package station. Admittedly, the other two suppliers propose a lower cost.
However, there is a significant value in the fact that City staff is familiar with the quality, service,
and maintenance requirements of the Gorman Rupp stations. Also standardization on one
manufacturer of pump station equipment, along with stocking of parts for one brand of pump
and related equipment is a benefit to the City that is difficult to place a value on.
We would recommend that all bidders for the Little Canada Lift Station Equipment project be
rejected. We would further recommend that General Repair be awarded the County Road B2
and Jessica Court Lift Station Equipment project as the low responsive, responsible bidder in
the amount of $99,520.00.
If you have any questions concerning this information, please call me at (763) 780 -0450.
Sincerely,
Elfering & Associates
Lee Elfering, P.E
City Engineer
