The site is zoned R -1, <br />Single Family Residential. <br />The applicant is proposing a spa business, including services such as yoga, manicures, <br />pedicures, and massages. All clients would be scheduled by appointment only, with <br />one to two clients on the premises at a time. All services will require appointments <br />approximately one hour in length. The general operating hours would be from 11:00 <br />a.m. to 8:00 p.m. Each of the three applicants will be employed by the home <br />occupation, as well as one on -site manager. By serving one to two clients at a time, the <br />business may receive up to 18 clients per day. <br />Analysis <br />The purpose of the City's home occupation ordinance is to ensure two objectives: (1) <br />that residential neighborhoods are not subjected to non - residential disruptions, and (2) <br />that business operators conducting business in a commercial district are not subject to <br />unfair competition from those paying only residential taxes. The zoning ordinance <br />makes a distinction between permitted home occupations and special or customarily <br />"more sensitive" home occupations. Permitted home occupations typically include home <br />offices, piano lessons, or other similar uses. Special home occupations have <br />characteristics which may tend to disrupt the residential character of the neighborhood. <br />While permitted home occupations may be allowed as a matter of right, special home <br />
