Thus, the <br />available parking may be appropriate for the site. <br />Alternative Actions <br />Regarding the application for a Conditional Use Permit for massage therapy in the B -3 <br />District, the City has the following options: <br />1. Motion to approve the Conditional Use Permit, based on a finding that the proposed <br />use meets the conditions of approval and may be adequately served by the <br />proposed location. <br />2. Motion to deny the Conditional Use Permit, based on a finding that the conditions for <br />approval and /or licensing requirements have not been met. <br />Summary and Recommendation <br />The Zoning Ordinance contains provisions for allowing the proposed use in the B -3 <br />District and the use appears to meet the conditions of approval. The available parking <br />appears to be adequate, and peak periods are complimented by operating hours of the <br />surrounding businesses. However, the proposed number of therapists exceeds the <br />maximum number of licenses allowed by City Code. A corresponding text amendment <br />to allow three massage therapy licenses for one individual business is being considered <br />at the time of this application. All massage therapists must be licensed in order to <br />practice within the City.
