Hanson <br />www.ci.little-eanada.mn.us <br />MEMORANDUM <br />TO: Mayor Blesener and Members of the City Council <br />FROM: Kathy Glanzer, City Cleric <br />DATE: July 21, 2006 <br />RE: Personnel Policy Amendments <br />Below are several proposed Personnel Policy amendments, most of which are <br />housekeeping in nature and /or reflecting previous actions of the Council. New language <br />is underlined and language proposed to be eliminated is struck through. <br />The most significant change proposed is the implementation of severance pay based on <br />unused sick leave balances. Details are toward the end of this memo. <br />Medical and Dependent Care Flexible Spending Plan — Addition to Section 9 <br />All regular full -time, regular part -time employees, and members of the City Council may <br />defer salary amounts up to the maximums specified by the City Council into a Medical <br />and Dependent Care Flexible Spending Account. The Medical and Dependent Care <br />Flexible Spending Plan is administered for the City by a third party administrator and is <br />subject to IRS regulations. <br />Post Employment Health Care Savings Plan — Addition to Section 9 <br />In an effort to help employees fund health insurance costs after employment, the City <br />provides a Post - Employment Health Care Savings Plan through the International City <br />Management Association- Retirement Corporation (ICMA -RC). All regular full-time, <br />regular part -time employees, and members of the City Council have the choice of opting <br />into this Plan but once an employee or member of the Council elects to participate, that <br />election is irrevocable. <br />Post - Employment Health Care Savings Accounts can be funded by <br />® Employer contributions (see Severance Pay- Section 18)• <br />• Employee salary reductions including irrevocable salary reduction election and <br />annual dedication of prospective vacation pay (see Leave of Absence- Section 14)., <br />• Employee vacation pay balance at separation (see Severance Pay - Section 18). <br />
