OCTOBER 26, 2005 <br />ADDITIONAL <br />EVP DEVICES <br />The Administrator reviewed his report relative to the installation of <br />additional Emergency Vehicle Preemption (EVP) Devices as requested by <br />the Ramsey County Sheriff's Department, noting that they have prioritized <br />the need into three tiers. Those are: <br />TierI <br />Rice Street & No. Owasso Blvd. (Shoreview & Vadnais Hgts.) <br />Tier II <br />Little Canada Road & 35E West Ramp (Southbound) <br />Little Canada Road & 35E East Ramp (Northbound) <br />Tier III <br />Little Canada Road & Centerville Road (Southbound) <br />The Administrator also noted the recommendation of the Little Canada Fire Department <br />for the installation of an EVP to serve emergency vehicles exiting I694 westbound at <br />Rice Street. The Fire Department has indicated that the absence of a device at this <br />intersection has caused delays in responding to both the Twin Lake Area and the Rice <br />Street/Country Drive area. <br />The Council discussed the additional EVP device requested by the Fire <br />Department, noting that this intersection is in the Cities of Shoreview and Vadnais <br />Heights. The consensus of the Council was to share in the cost of this EVP <br />device equally with Shoreview and Vadnais Heights. The City Administrator <br />noted that when the Rice Street Bridge is redone, the EVP device would be added. <br />He noted, however, that it is likely the EVP device could be added now and then <br />reinstalled on the signals on the new bridge. <br />LaValle asked if there were State or Federal funds available to pay the cost of the <br />EVP devices. The City Administrator replied that there were not, but noted that <br />the City can use Municipal State Aid Funds for these costs. <br />LaValle noted that the EVP devices are a great asset for improving speed of <br />response and safety for emergency vehicles as well as for the general public. <br />Mr. LaValle introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2005 -10 -256 — APPROVING THE INSTALLATION OF <br />ADDITIONAL EMERGENCY VEHICLE PREEMPTION (EVP) DEVICES <br />IN LITTLE CANADA AS RECOMMENDED BY THE RAMSEY COUNTY <br />SHERIFF'S DEPARTMENT AND APPROVING THE CITY'S <br />PARTICIPATION IN THE COST OF THE ADDITIONAL EVP DEVICE AT <br />WESTBOUND 1694 AND RICE STREET AS RECOMMENDED BY THE <br />LITTLE CANADA FIRE DEPARTMENT <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0).
