807. MOTOR VEHICLE REPAIR <br />807.010. REPAIR PROVISIONS. No person shall repair, overhaul, dismantle or otherwise <br />do any mechanical or body work to or upon any motor vehicle within the limits of the City except in <br />accordance with the terns and provisions of this Chapter. <br />807.020. TERM. A "motor vehicle ", for the purpose of this Chapter, is defined as any <br />self - propelled vehicle operated by means of internal combustion or electrical propulsion. <br />807.030. PROVISIONS OF REPAIR. No person may repair, overhaul, dismantle or <br />otherwise do any mechanical or body work to or upon any motor vehicle in a residential garage, <br />home or other building, or in the yard, in or upon any premises located within an R -1, R -2 or R -3 <br />residence district within the City, whether such work is performed free of charge or for <br />compensation. This Section shall not be construed to prevent a resident of the City from doing work <br />on his own automobile, provided such automobile is duly registered under the motor vehicle <br />registration laws of Minnesota in the name of a person residing upon the premises where such work <br />or repair is being performed and at the time the work is being done. No person repairing his own <br />automobile upon his home premises shall carry on or perform such repair work after the hour of <br />10:00 o'clock p.m. or before the hour of 6:00 o'clock a.m. on any day, unless such work is being <br />performed inside of his residential garage in such manner that the work being performed does not <br />produce noise or disturbance to neighboring residents. <br />807.040. LICENSE. No person, firm or corporation shall engage in the business of <br />repairing, overhauling, dismantling or otherwise working upon any motor vehicle within the City <br />limit without first obtaining a license to do so as hereinafter provided. This Section shall not apply <br />to incidental or minor repairs to the electrical system, carburetor, brakes, or tires of motor vehicles <br />when furnished or performed at a gasoline filling station in the normal course of such filling station <br />business. <br />807.050. APPLICATION. A motor vehicle repair license shall be issued by the City <br />pursuant to application made by the applicant upon the form to be furnished by the City. The fee for <br />such license shall be established by City Council resolution with the license period conunencing July <br />1 of each year. The license shall be for a term of one year, except that the City Council shall have the <br />authority to issue a license for a period shorter than one year to guarantee compliance with all <br />conditions of the license and with all conditions of the zoning regulations. The license fee for any <br />part of a year shall be the same as for a full year. The application shall contain the name and address <br />of the applicant, the location where the license is to be used and such other information as the City <br />may require for purposes of the administration of this Chapter. <br />807.060. RECORDS MAINTAINED. All persons licensed under this Chapter shall <br />maintain records which will show the year, model and registration number of every motor vehicle <br />upon which any work is performed by the licensee or his employees. Such records shall also disclose <br />the nature, type or kind of work performed upon the vehicle. The licensee or employee in charge of <br />any licensed <br />807 -1 <br />
