Hanson <br />Attached is a copy of my memo dated November 5, 2004 relative to the Council vacancy <br />that was created when Mayor Blesener was elected to the Office of Mayor. At that time, <br />the Council opted for an appointment process to fill the vacancy. The process that was <br />adopted is as follows: <br />Advertisement of the Vacancy in Roseville /Little Canada Review, Web Site, and <br />Cable TV (for approximately one month). Application deadline was December <br />15, 2004. <br />Applications were then distributed to the City Council for their review. The City <br />Administrator developed a ranking system. The Council submitted their rankings <br />to the City Administrator by December 20, 2004. Based on rankings, the top <br />three candidates were to be interviewed. Given a tie between the 3rd and 411' <br />ranked candidates, the decision was to interview four. <br />A Special Meeting was called for Wednesday, January 5, 2005 to interview the <br />top four candidates. <br />John Keis was appointed to the Council at its first regular meeting in January, <br />2005. <br />Utilizing this same process and a somewhat tighter timeline, the Council could likely <br />make an appointment at its January 24, 2007 Regular Council meeting. <br />
