NEIGHBORHOOD MEETING MINUTES <br />VIKING DRIVE <br />TUESDAY, NOVEMBER 28 2006 <br />6:00 P.M. <br />The City Administrator welcomed those present to the neighborhood meeting regarding <br />the reconstruction of Viking Drive between County Road B2 and Rice St. See sign -in <br />sheet for those in attendance. <br />The City Administrator introduced himself, Mr. Joel Hanson, Mr. Lee Elfering, City <br />Engineer of Elfering & Associates, and Mr. Bill Dircks, Public Works Superintendent. <br />The City Administrator explained the neighborhood meeting process whereby the City <br />provides residents of the proposed construction area with the basic information, obtains <br />their input on the nature of the project, and then decides how to proceed from there. <br />At this point, the City Engineer, Mr. Elfering, reviewed the handout material (copy <br />attached) with those who were present. He explained in detail existing conditions and the <br />proposed improvements. Mr. Elfering indicated that the proposed improvement as it <br />stands now would reconstruct the road in three different areas using two different <br />methods. Mr. Elfering explained that the driving force behind the project was the re- <br />alignment of Viking Dr. to curve around and exit onto Minnesota Ave. rather than Rice <br />St. to improve the flow of traffic through the Rice St. and Highway 36 area. That portion <br />of the project would involve total reconstruction as a 30 foot urban section. The City is <br />in the process of taking the steps necessary with properties in the area to accomplish the <br />project. Mr. Elfering went on to explain that another section of the project, from 75 <br />Viking Dr. to Nature Way, would involve a cold -in -place recycle of the existing <br />pavement and the replacement of bituminous curb on the north side of the road with <br />concrete curb. Mr. Elfering explained the cold -in -place recycle process and the City <br />Administrator added that Ramsey County Public Works uses the method often with great <br />results. Mr. Elfering then explained that the final section, from Nature Way to County <br />Road B2 would be reconstructed as a 30 foot urban section Additional catch basins <br />would be installed throughout the project along with the possibility of rain water gardens <br />to aid in storm water and runoff drainage. Mr. Elfering gave a brief explanation of the <br />new Watershed District rules on infiltration of the first inch of rainfall. <br />Mr. Elfering then explained the City's Assessment Policy, a proposed construction <br />schedule, and potential construction issues that have occurred in the past. <br />At the conclusion of Mr. Elfering's presentation, the residents were asked for comments <br />or questions regarding anything that had been presented. The following is a summary of <br />that discussion: <br />➢ There was a question about what would happen to the portion of Viking Drive <br />that would be eliminated as part of the project. Mr. Elfering explained that the <br />area would most likely end up as green space but didn't rule out somebody <br />
