building on it. He also stated that, as part of this project, the Oasis Market gas <br />station would be eliminated. He stated that the owners are willing sellers and <br />have been looking to leave the area for a while. <br />➢ There were concerns raised about the traffic at the intersection of Minnesota and <br />the realigned aViking. Mr. Elfering stated that there were no plans at this time <br />for a traffic light at that intersection but a stop sign would more than likely be <br />used. He went on to say that he would talk to Ramsey County Public Works <br />about changing the timing of the signal at Rice and Minnesota to allow for more <br />cars to pass from Minnesota. <br />➢ It was asked if the realignment proposed was included in the assessment figures. <br />Mr. Elfering stated that it was and that the price discussed includes all costs. He <br />stated that the cost of the realignment would not affect the price of other work <br />performed on Viking. <br />➢ There was a question on the entrances to McDonald's. Some of those present felt <br />that no entrances on the east side of Rice St. would create problems on Viking <br />Dr. <br />➢ There was a comment in favor of the project due to the probability of it <br />eliminating safety concerns along the current roadway. <br />➢ It was asked if the Highway 36 westbound exit ramp to Rice St. would be closed. <br />Mr. Elfering responded that it would not be closed as part of this project. <br />➢ There was a question of access during construction. Mr. Efering and the City <br />Administrator discussed access issues and pointed out that access will always be <br />available unless the contractor is performing utility work in front of a driveway. <br />There may be other minor delays as well. The City Administrator also <br />mentioned that because there is access doesn't mean that there won't be any <br />inconveniences. He mentioned potential problems such as weather and the <br />contractor, which both can cause serious problems. <br />➢ There was a question on why there is curb proposed on the north side of Viking <br />but not on the south side. Mr. Elfering responded that his intention was to <br />replace the existing curb on the north side with concrete curb and to serve Nature <br />Way with concrete curb and gutter and storm sewer. He stated that the reason for <br />no proposed curb on the south side is to allow water to drain into the Highway 36 <br />drainage ditch as it does now. <br />➢ Mr. Elfering asked those present if a 30 -foot wide road was ok. He stated that <br />there would be two 12 -foot lanes with a three -foot shoulder on each side. Those <br />present indicated that this seemed acceptable. <br />
