3. Storage area is paved with asphalt, concrete, or other material approved by City <br />Council. <br />Comment: The central storage area will be surfaced with asphalt millings. This material <br />was approved by the City Council, on the condition that if issues related to dust or <br />tracking of dirt arise, the surface will be paved. The Rice Street site contains a gravel <br />surface. This site is adequately screened to prevent any major dust control issues. <br />4. All lighting shall be hooded and so directed that the light source shall not <br />be visible from the public right of way or from neighboring residential uses, and <br />shall be in compliance with Section 903.020 I of the Zoning Ordinance. <br />Comment: The lighting originally approved for the site is satisfactory. <br />5. The storage area shall not occupy any space required for conformity to the <br />parking regulations of the Zoning Ordinance. <br />Comment: The revised plan includes adequate parking and proof of parking for all <br />uses, and the outdoor storage area does not interfere with any designated parking area. <br />6. The provisions of Section 921.010.0 are considered and satisfactorily met. <br />Signage. For the underlying B -3 zoning, each building shall be allowed one wall sign <br />and one freestanding sign, except that corner lots may utilize one wall sign per street <br />frontage plus one freestanding sign. A comprehensive sign plan is required for PUD <br />Districts, allowing one free standing sign for each principal building. The maximum area <br />and height for each sign is determined based on the area of the corresponding building. <br />The applicant is proposing to install a 16 square foot reader board sign on the Rice <br />Street site with red and black lettering. The reader board will not be electronic. Said <br />sign is proposed to be located on the north side of the existing building, and will not <br />exceed 16 feet in height. The adjacent building is 6,480 square feet, allowing a sign up <br />to 135 square feet in area and 18 feet in height. The proposed sign is within these <br />parameters. <br />Wall signage is also proposed for the shop building located on the Spruce Street <br />property, also containing black and red lettering. This building is allowed one wall sign <br />per street frontage, each up to 15% of the gross silhouette area of the building. No <br />building elevations were provided. Therefore, the gross silhouette area cannot be <br />determined. However, the proposed building is nearly 28,000 square feet in area, <br />indicating that the silhouette area would also be quite large. The applicant is proposing <br />a 148 square foot sign on the west side of the building, and a 69 square foot sign on the <br />front of the building, on the east side. The proposed signage appears to be appropriate <br />for the site. However, the applicant shall be required to provide information on the <br />silhouette area of the building to verify that the proposed signage is within the <br />parameters of the ordinance. <br />4 <br />
