A monument sign is proposed at the south entrance to the site, adjacent to Spruce <br />Street. This sign is tentative, and no detailed information has been provided. The site <br />plan does indicate that the sign will be setback 17 feet from Spruce Street, satisfying the <br />five foot minimum setback requirement for freestanding signs. The adjacent building is <br />8,820 square feet in area, permitting up to 145 square feet of signage, at a height not <br />exceeding 25 feet. Any sign installed at this location shall be required to meet these <br />standards. <br />REQUIRED ACTION <br />Regarding the request for rezoning from B -3, General Business, to PUD, Planned Unit <br />Development, and site plan approval for Frattalone Excavating, the City must take the <br />following action in order for the project to comply with previous approvals: <br />1. Motion to approve the rezoning from B -3 to PUD, Planned Unit Development <br />and revised site plan, subject to a finding that the conditions for approval per <br />Council Resolution 2001 -7 -158 have been met, subject to the following <br />conditions: <br />a. The applicant shall provide proof that a 30 -foot trail easement along Black <br />Tern Pond has been recorded with the Ramsey County Recorder's office. <br />b. Any future monument sign must meet the requirements of Section <br />903.110. <br />c. Grading and curbing is subject to the approval of the City Engineer. <br />d. The City will have the option of requiring additional paved surfaces in the <br />future in the event that the milled asphalt surfaces result in excessive <br />erosion off of the site, dust, or tracking of soil into the public right of way. <br />RECOMMENDATION <br />The applicant has made a number of improvements and modifications to the PUD for <br />Frattalone Excavation. The site must also be rezoned from B -3 to PUD, as was the <br />intent of the PUD approval in 2001. The site was designated for PUD to facilitate the <br />development of a high quality office site. The revised site plan satisfies nearly all <br />conditions outlined in the Planning Report dated June 13, 2001, and Resolution 2001 -7- <br />158, with the exception of the issues indicated above.
