Summary and Recommendation <br />The proposed preliminary plat is generally consistent with City policies for the <br />anticipated future development of the subject site, with a few exceptions. The applicant <br />has made minor modifications to the plat to address staff concerns identified in the initial <br />review. As a result of these modifications, a variance is also being requested for the <br />cul -de -sac length. <br />The road curvature has been revised per the recommendation of the City Engineer in a <br />memo dated September 7, 2006. The requested variance is minimal, and appears to <br />be in keeping with the spirit and intent of the Ordinance. In that regard, staff <br />recommends approval of the variance request. <br />While the applicant has made minor changes to the plat, a number of issues remain <br />unresolved. As such, staff recommends approval of the preliminary plat, subject to the <br />following conditions: <br />1. Design and shape of the proposed ponding area shall be revised to be more <br />consistent with the adjacent native wetlands. <br />2. Landscaping around the pond should be enhanced with shrub and tree plantings <br />to become an amenity to the area, rather than a potential eyesore. <br />3. A conservation easement and markers shall be applied to the wetland edge. <br />4. Resolution of the use and ownership of Outlot B. <br />5. The applicant shall comply with all recommendations of the City Engineer. <br />pc.
