MINUTES <br />CITY COUNCIL <br />MARCH 14, 2012 <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2012 -3 -46 — ADOPTING THE 2012 WATER AND <br />SEWER BUDGETS AS PROPOSED BY CITY STAFF AND <br />ADOPTING AN ORDINANCE AMENDING THE CITY'S FEE /RATE <br />SCHEDULE ESTABLISHING THE FOLLOWING WATER AND <br />SEWER RATES EFFECTIVE 1/1/2012: <br />2012 <br />Lawn Sprinkler Rate $3.05 <br />Water Winter Rate $2.95 <br />Water Summer Rate $3.05 <br />Water Service Fee $12.60 <br />Sewer Use Rate $3.58 <br />Sewer Minimum $55.00 <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />2012 The City Administrator noted that the Council held improvement hearings <br />IMPROVEMENTS- <br />APPROVE <br />PLANS AND <br />SPECS AND <br />CALL FOR BIDS <br />to consider mill and overlay projects for 2012 for the following streets: <br />Rosewood Drive (County Road C to the north) <br />Park Street (County Road C to Demont Avenue) <br />Spruce Street (County Road C to the south) <br />Sylvan Street (County Road C to the south) <br />The Administrator pointed out that at the improvement hearings, the <br />property owners were informed that the City would advise them when the <br />bids would be considered. Bids for these projects will be opened on <br />Thursday, March 29th, and the Council will consider whether or not to <br />award these bids at their meeting that evening. <br />In addition to the mill and overlay projects, the Administrator indicated <br />that staff is proposing the repaving of the Spooner Park parking lot on the <br />east end of the park. Curb and gutter is not being proposed given the need <br />to maintain existing drainage conditions, but there are parking barriers in <br />place. Staff also looked at the improvement of the Pioneer Park lot on the <br />west side of the park. Various options were considered given the <br />Engineer's estimate for this improvement was in the area of $180,000. <br />Given the cost and various challenges such as soil conditions, it is <br />proposed that the Pioneer Park lot be skin- coated in 2012 utilizing the <br />Public Works staff. It is also proposed that the Pioneer Park parking lot be <br />posted prohibiting garbage trucks and buses from parking in this lot. <br />5 <br />
