Hanson <br />www. ci.little- canada. mn. us <br />MEMORANDUM <br />To: Mayor Blesener & Members of City Council <br />From: Bill Dircks, Public Works Superintendent <br />Date: October 20, 2006 <br />Re: Streetlight on Windward and Leeward <br />Ms. Laurie Grittner from 793 Windward Way called last fall and inquired about getting a <br />streetlight installed at the intersection of Windward and Leeward. There have been some <br />issues with theft and graffiti in the area and she thought that a light would help the <br />situation. The intersection does meet the City's criteria for a streetlight so staff started <br />communications with Xcel Outdoor Lighting to get a light installed. There were long <br />delays on the Xcel Energy end that has caused this project to drag out for a year. <br />Xcel Energy offers two options for installing new streetlights. The first is the City pays <br />all construction costs upfront and then the light is placed in the Group V rate for billing, <br />which is $5.82 per month. The second is Xcel pays all upfront construction costs with <br />the exception of the underground portion and the light is billed at a rate of $15.12 per <br />month. <br />At the writing of this memo staff was still awaiting pricing on a few different locations <br />near the intersection that would allow the light to be put in for the smallest cost possible. <br />Early prices came in pretty high for the optimal location at the southeast corner of <br />Windward and Leeward due to the fact that the wire would have to be directionally <br />drilled under Windward Way from the nearest transformer. Because of that, staff <br />identified other locations that may snake more sense from a cost standpoint.
