MINUTES <br />CITY COUNCIL <br />SEPTEMBER 27, 2006 <br />Blesener asked Vasquez her vision for what the business would be in six <br />months to a year. Vasquez stated that she did not know. She indicated <br />that they are agreeable to serving one client at a time and limiting the <br />number of clients to six per day, by appointment only. <br />Keis asked about yoga. Vasquez stated that if the Council was agreeable <br />to yoga being offered to a group, they would limit the group to four <br />people. Otherwise, they were agreeable to offering yoga to one client at a <br />time. <br />Keis stated that he has less concerns with the scaled -down business plan. <br />The City Administrator noted that when the property was initially <br />inspected, the Code Enforcement Officer found a full fledged salon in one <br />side of the duplex. He asked if that has now been changed and the unit <br />converted back to a residence. Vasquez replied that it had been. The <br />Administrator asked if there was the ability to park a vehicle in the garage, <br />indicating that the garage could not be used as a storage facility. Vasquez <br />replied that a car can be parked in the garage. <br />Blesener asked if there were accessibility issues relative to the home <br />occupation. The City Planner was not sure, and indicated that the <br />Building Official would have to comment on this. <br />There was discussion about the Text Amendment, noting that the City <br />requires the licensing of massage therapy, limiting that licensing to <br />specific locations. The City Planner indicated that a Text Amendment <br />would be needed to broaden the licensing requirement to home <br />occupations. <br />Allan asked about the licensing of home day cares. The City Planner <br />replied that State Law does not allow cities to require home day care <br />licensing up to a certain size. <br />Blesener stated that he would need the accessibility issue addressed as <br />well as review a proposed Text Amendment before he could act on this <br />matter this evening. Therefore, he recommended the tabling of this matter <br />pending additional information on the accessibility issue as well as receipt <br />of a proposed Text Amendment relative to massage therapy licensing <br />requirements for home occupation. <br />There was no one else from the general public present wishing to <br />comment on this matter. <br />4 <br />
