MINUTES <br />CITY COUNCIL <br />MARCH 22, 2006 <br />further noted that local streets would not be eligible for a horseshoe <br />driveway or a T turnaround. <br />LaValle asked the turning radius needed for a full circle driveway. The <br />Planner estimated 25 feet was needed to turn around a passenger vehicle. <br />It was the consensus of the Council to strike "full circle" from item (g) in <br />the proposed text amendment given the increased impervious surface that <br />would be necessary to install a full circle. <br />The Council discussed item (h) which limits the horseshoe driveway <br />option to minor collector as recommended by the Planning Commission. <br />The consensus was in support of this condition, noting that this would <br />address streets with high levels of vehicular as well as non - motorized and <br />pedestrian traffic. <br />There was no one else present wishing to comment on this matter. <br />Upon motion by Montour, seconded by Keis, the public hearing was <br />closed. <br />LaValle stated that he had concern with item (g) as worded feeling that <br />this provision was too subjective. He felt it could be reworded to <br />specifically address the issue that tree removal would be an acceptable <br />condition for allowing a horseshoe driveway rather than a T turnaround. <br />Mr. Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2006 -3 -66 — ADOPTING AN ORDINANCE <br />AMENDING CHAPTER 903.050 OF THE LITTLE CANADA CITY <br />CODE, KNOWN AS THE ZONING ORDINANCE, BY PROVIDING <br />FOR CURB CUT ACCESS TO SINGLE - FAMILY DETACHED <br />PARCELS AS RECOMMENDED BY THE PLANNING <br />COMMISSION SUBJECT TO REMOVAL OF THE PHRASE "OR <br />FULL CIRCLE" FROM PARAGRAPH (g) <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (3) Montour, Keis, Blesener. <br />Nays (2) Allan and LaValle. Motion failed. <br />Blesener noted that an amendment to the Zoning Code requires four <br />affirmative votes in order to pass. Therefore, the amendment above failed. <br />CUP FOR Blesener noted that given the Text Amendment failed, the Conditional <br />HORSESHOE Use Permit process that would allow for second curb cuts in the Single - <br />DRIVEWAY — Family Zoning District was not created Therefore, no action is required. <br />7 <br />-9- <br />
