MINUTES <br />CITY COUNCIL <br />FEBRUARY 8, 2006 <br />TEXT <br />AMENDMENT, <br />AND <br />CONDITIONAL <br />USE PERMITS — <br />2580 EDGERTON <br />STREET — <br />MATT GALBA <br />SETBACK TO THIRTY (30) FEET UNTIL THE FEBRUARY 22, 1006 <br />COUNCIL MEETING <br />The foregoing resolution was duly seconded by Allan. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />Mayor Blesener opened the following Public Hearings for 2580 Edgerton <br />Street as requested by Matt and Stephanie Galba: <br />Text Amendment to the Zoning Code creating a Conditional <br />Use Permit to allow for recreational uses in a front yard in the <br />Single - Family (R -1) Zoning District; <br />Conditional Use Permit allowing for a recreation use (sports <br />court) in the front yard; <br />Conditional Use Permit allowing two attached garages consisting <br />Of over 1,000 square feet in area. <br />It was noted that the Planning Commission recommended approval of the <br />above subject to a number of conditions. <br />Matt Galba, 2580 Edgerton Street, reported that he has constructed a <br />hockey rink in his front yard and has been working with the City <br />Administrator and the Planning Commission on a number of conditions <br />for this use. <br />Keis asked the distance of the rink from the road right -of -way. Galba <br />replied that it is over 30 feet from the road right -of -way. <br />Blesener noted that fact that the rink was constructed without a permit and <br />that construction continued on the court even after the City informed Mr. <br />Galba to cease work on it. <br />Galba reported that he has been working with the City on the issues of <br />landscaping, fencing, and lighting for the hockey rink. He presented a <br />landscaping plan that he had drawn for the rink. He noted that in addition <br />to the landscaping that has already been installed, he is proposing to add <br />13 six -foot spruce trees to provide screening from the north. <br />Blesener noted that this is more than just a hockey rink. Galba replied that <br />it is a sports court and he would like to utilize the court on a year -round <br />basis. <br />Stephanie Galba pointed out that the court will be painted to match their <br />house, and will be landscaped so that it is not noticeable from the road. <br />6 <br />
