Memo
-EL-PA 1NG -- -RSSQ(I-fT -LS
TO: Mayer Blesener & Members of the City Council
FROM: Lee Elfering, City Engineer
DATE: April 7, 2005
RE: 2489 McMenemy Street
Installation of Storm Sewer Culvert
Drainage Improvements
A drainage concern was brought to the City's attention between two residential
properties at 2489 and 2481 McMenemy Street late last fall. The drainage from both
driveways and a portion of McMenemy Street drain back down one resident's driveway,
partially through a small 4 -inch diameter pipe. The storm water runoff then ponds in the
yard next to the garage until high enough to be conveyed overland to a drainage swale
on the back side of the properties. As a result of the drainage: down the driveway, icing
is an issue in the winter. The panding creates issues year round but is exacerbated in
the winter due to the ice. Due to the fact that no drainage and utility easement exists to
allow for conveyance of this water down the residents driveway and that. some of this
drainage is from the public street, we felt that it was the city's responsibility to. correct the
problem.
Due to site limitations: as a result of existing improvements, which consist of driveways
and retaining walls, an both properties near the at line the most cost effective means for
providing a drainage outlet is to directional bore a 6 -inch pipe. In discussions with the
property owner at 2489 McMenemy Street, they have indicated that they would be willing
to grant any easement for installation and existence of a pipe on their property along the
lot line to salve the problem. There is sufficient grade to install the pipe at a minimum
grade. of 3.Q %.
The solution would consist of a small rain water garden within the right -of -way an
McMenemy Street and then installation of a storm sewer pipe from this point to the
drainage swale along the back at line of both lots. The storm sewer pipe would. be
directionally drilled by an outside contractor and the rain water garden would be
constructed•by City forces.
We receivedguotes from several contractors that specialize in directional boring late last
fail, but due ta. the need for winter season construction, bids were higner than
anticipated: Therefore, we elected to delay the work until spring in an attempt to get a
more competitive price for the work.
10052 Fianaers Caurr NE.
