Memo <br />- ELrcUIMG JASSOa-AT -[S <br />TO: Mayor Blesener & Members of the City Council <br />FROM: Lee Elfering, City Engineer <br />DATE: May 4, 2006 <br />RE: Resources for Child Caring <br />Drainage Issue <br />Concern <br />Resources for Child Caring (RCC) expressed a concern to the City regarding the poor <br />drainage within an existing swale along the south end of their property and the amount <br />of street water draining to the swale through their parking lot. These conditions were <br />creating an area of ponding water in their lot, which froze in the winter and early spring. <br />They indicated that some employees had fallen on the ice in the winter and were injured. <br />Background <br />The RCC property is located at 10 Yorkton Court inside Yorkton Industrial Park North. <br />The building was previously owned by St. Jude. St. Jude sold the property to RCC with <br />the drainage patterns in place as they are today. The drainage swale of concern is <br />located along the south property line between the Jackson Heights Development and the <br />RCC lot. The drainage swale begins off of the south end of Yorkton Avenue. In addition <br />to overland drainage from the surrounding area, this swale is also the outlet for the storm <br />water pond for the Jackson Heights development. The swale drains to the east and <br />discharges into a catch basin at the southeast corner of the RCC property, from which <br />point it is piped to the storm water pond off the end of Yorkton Circle. <br />The City files for the Industrial Park Development and surrounding area were reviewed <br />to determine the adequacy of the storm sewer swale and surrounding storm sewer pipe <br />system. The Industrial Park was constructed around 1980 and while no as -built <br />information for the storm sewer system was found, the original design plans were <br />located. In review of the plans, it appears that there were significant field changes <br />during construction as the storm sewer system currently serving the area does not <br />match the plan. The existing south portion of the storm system is reduced in capacity <br />than what was originally planned. <br />The Jackson Heights Development to the south was constructed in the 1992 or 1993 <br />timeframe. The storm sewer system was installed very close to the design plans and <br />conveys storm water to a pond in the northwest corner of the development.
