To initially address the problem City crews cleaned the swale area to improve drainage <br />flow; while this did improve the situation the capacity of the swale is still not adequate. <br />Summary of Issues <br />1. Street drainage into the private lot. <br />It is evident based on field visits that the south end of Yorkton Avenue drains into <br />and across the private parking lot. To correct this issue we would recommend <br />that the curb be removed from the south end of Yorkton Avenue to the north side <br />of the south Resources for Child Caring (RCC) driveway and a valley gutter be <br />installed across the driveway to ensure that the runoff from the street is conveyed <br />In the gutter line until the south end of Yorkton Avenue. A swale would then be <br />constructed from the end of the curb to the existing swale along the. south <br />property line of the property. <br />2. Existing swale <br />As indicated above, City crews did improve the existing swale to the extent <br />possible with the amount of room that is currently available. However given the <br />limited width available, the existing swale is unable to convey the amount of <br />storm water it receives, We have had some discussions with RCC staff <br />regarding the possibility of removing 5 feet of their parking lot to allow expansion <br />of the swale. They have not granted us approval for this, but if granted the•swale <br />could be improved to handle the amount of water that is currently directed to it. <br />3. Existing Industrial Park storm sewer system <br />The storm sewer system serving the swale area was not installed per the plan <br />found in the City files. To fully serve the drainage area a modification to the <br />existing storm sewer system would be necessary. We have reviewed 3 possible <br />options for improving the storm sewer system within the area as follows: <br />a. Replacement of the existing system along the same alignment <br />b. Installation of a new storm sewer line around the east and south side of <br />the development to the swale <br />c. Installation of a new storm line across the cul -de -sac to the swale. <br />Of the options reviewed the most cost effective option would be the installation of <br />a new storm line across the cul -de -sac to the swale. However, the cost of this <br />option is estimated at approximately $140,000 due to the size of mains <br />necessary and the impacts to existing features that would need to be replaced. <br />While this would ensure proper drainage for the area, we question if the benefit <br />received is worth the cost.
