To initially address the problem City crews cleaned the swale area to improve drainage flow; while this did improve the situation the capacity of the swale is still not adequate. Summary of Issues 1. Street drainage into the private lot. It is evident based on field visits that the south end of Yorkton Avenue drains into and across the private parking lot. To correct this issue we would recommend that the curb be removed from the south end of Yorkton Avenue to the north side of the south Resources for Child Caring (RCC) driveway and a valley gutter be installed across the driveway to ensure that the runoff from the street is conveyed In the gutter line until the south end of Yorkton Avenue. A swale would then be constructed from the end of the curb to the existing swale along the. south property line of the property. 2. Existing swale As indicated above, City crews did improve the existing swale to the extent possible with the amount of room that is currently available. However given the limited width available, the existing swale is unable to convey the amount of storm water it receives, We have had some discussions with RCC staff regarding the possibility of removing 5 feet of their parking lot to allow expansion of the swale. They have not granted us approval for this, but if granted the•swale could be improved to handle the amount of water that is currently directed to it. 3. Existing Industrial Park storm sewer system The storm sewer system serving the swale area was not installed per the plan found in the City files. To fully serve the drainage area a modification to the existing storm sewer system would be necessary. We have reviewed 3 possible options for improving the storm sewer system within the area as follows: a. Replacement of the existing system along the same alignment b. Installation of a new storm sewer line around the east and south side of the development to the swale c. Installation of a new storm line across the cul -de -sac to the swale. Of the options reviewed the most cost effective option would be the installation of a new storm line across the cul -de -sac to the swale. However, the cost of this option is estimated at approximately $140,000 due to the size of mains necessary and the impacts to existing features that would need to be replaced. While this would ensure proper drainage for the area, we question if the benefit received is worth the cost.
