Ce gda CXemagat
515 Little Canada Road, Little Canada, MN 55117 -1600
(651) 766 -4029 / FAX: (651) 766 -4048
www.ctlittle-canada.mn.us
TO: Mayor Blesener and Council Members
FROM: Dotty Norgard, Refuse and Recycling Coordinator
SUBJECT: Single Sort Recycling
DATE: June 9, 2006
MAYOR
Bill Blesener
COUNCIL
Jim LaValle
Rick Montour
Barbara Allan
John Keis
ADMINISTRATOR
Joel R. Hanson
Our city's refuse and recycling contract for organized collection with our haulers is up for
renewal at the end of this year. Joel and I have been meeting and negotiating with Rich
Hirstein from BFI/Allied Waste, Jennefer Klennert from Waste Management, Gene
Wegleitner with Gene's Disposal and Bill Honrigan with Horrigan's Hauling since the
middle of February.
One of the major changes to be considered in our new contract is changing from two sort
to single sort recycling. Single sort recycling is the easiest way to recycle. No sorting or
separating of items is necessary- everything is put into one cart. The recycling pickup
would be on an every -other week schedule vs. the current weekly pickup.
The hauler would supply a 68 gallon cart to every residence. After 90 days residents
have the option to trade the 68 gallon cart for a larger 90 gallon cart or decrease the size
to a 30 gallon. They have typically seen a 10 -12% rate of residents increase to the 90
gallon, while 5% go down to the 30 gallon size. They estimate about a 10 year life span
on the carts. If they become damaged or destroyed, the hauler would replace them at no
cost to the residents.
Waste Management currently supplies 200,000 households with a one -sort cart (see
attached insert of cities currently using single sort). They have seen a 10# per house per
month increase in tonnage of recycling products. Less than 1% of all of the Anoka
residents, the test market city for BFI /Allied Waste, called to have the carts picked up and
refused to recycle.
