III. Professional Services <br />A. Election System and Software, Inc. contracted with Decision One to <br />perform preliminary acceptance testing on all Automark devices delivered <br />to Ramsey County. <br />B. Ramsey County Elections contracted with Express Messenger Services, <br />Inc. for the delivery of the ballot marking devices to the City of Little <br />Canada. <br />C. Ramsey County Elections will contract with Election Systems & Software, <br />Inc. to have a technician present on all primary and general election days <br />to provide hardware and software support for the ballot marking devices. <br />IV. Testing <br />A. At least two weeks prior to each election, preliminary testing will be <br />conducted to verify the accuracy of programming and the operation of the <br />ballot marking devices. <br />B. City staff, in conjunction will Ramsey County Elections staff, will create <br />test decks for all precincts in accordance with Minnesota Rules <br />8220.1150. <br />C. A portion of each test deck will be marked using the Automark ballot <br />marking devices and the remainder will be marked by hand. <br />D. The Automark devices will be tested for proper keypad, touch screen, <br />audio, zoom, high contrast, overvote warning, and undervote warning <br />functionality. For the state primary, the crossover warning will also be <br />tested. <br />E. The Automark marked portion and the remainder of the test decks will be <br />run through their respective Accuvote optical scan machine for each <br />polling place. <br />F. A results tape will be printed and compared against the preaudited results <br />listed on each test deck spreadsheet. <br />G. A public accuracy test will also be held prior to each election in <br />accordance with Minnesota Statutes §206.83. <br />H. Diagnostic testing to ensure the operation of each ballot- marking device <br />will be conducted at least four months prior before the primary or general <br />election. <br />V. Compliance with Minnesota Statutes §206.80 <br />A. City staff, in conjunction with Ramsey County Elections staff, conducted <br />supplemental acceptance testing of all Automark devices to ensure <br />compliance with the provisions of Minnesota Statutes §206.80. This <br />supplemental testing was done in addition to the acceptance testing done <br />by Decision One (listed above.) <br />2 <br />3 <br />
