Article 2. Minimum Standards <br />Division 1 - Exterior Property Areas <br />Sec. 13 -30. Compliance. <br />No person shall occupy as owner- occupant or let to another for occupancy any dwelling unit, multiple <br />dwelling, rooming house, rooming unit, or portion thereof for the purpose of living, sleeping, cooking, or <br />eating therein which does not comply with the provisions of this Division. (Code 1966; Ord. No. 301, 6- <br />13-72; Code of 1988; Code of 2001) <br />Sec. 13 -31. Sanitation. <br />All exterior property areas shall be maintained in a clean and sanitary condition free from any <br />accumulation of rubbish or garbage. (Code 1966; Ord. No. 301, 6- 13 -72; Code of 1988; Code of 2001) <br />Sec. 13 -32. Grading and Drainage. <br />All premises shall be graded and maintained to prevent the accumulation of stagnant water on the <br />premises or within any building or structure located thereon. (Code 1966; Ord. No. 301, 6- 13 -72; Code of <br />1988; Code of 2001) <br />Sec. 13 -33. Noxious Weeds. <br />All exterior property areas shall be kept free from species of weeds or plant growth that are noxious or <br />detrimental to the public health. (Code 1966; Ord. No. 301, 6- 13 -72; Code of 1988; Code of 2001) <br />Sec. 13 -34. Insect and Rodent Harborage. <br />(1) Every owner and occupant of a structure containing two or more dwelling units shall be responsible <br />for the extermination of insects, rodents, vermin, or other pests in all exterior areas of the premises. The <br />owner shall be responsible for extermination when infestation exists in the shared or public parts of the <br />premises. <br />(2) In the case of a single family structure, the occupant shall be responsible for the extermination of <br />insects, rodents, and vermin in all exterior property areas. Accessory Structures. <br />All accessory structures including detached garages shall be maintained, structurally sound, and in good <br />repair. (Code 1966; Ord. Unoccupied Structure. <br />The owner of every unoccupied dwelling or multiple dwelling shall be responsible for the maintenance of <br />exterior property areas required under this Division.
