December 14, 2005 <br />Mr. Bill Blesener <br />Mayor <br />Little Canada City Center <br />515 Little Canada Road East <br />Little Canada, MN 55117 -1600 <br />Dear Mr. Blesener: <br />Re: Failed Compliance Check - December 10, 2005 <br />MGM Liquor Warehouse, 2680 Rice St., Little Canada, MN <br />Underage access to alcohol is a serious matter. And, we at MGM Liquor Warehouse are earnest <br />in trying to curb this problem. Unfortunately, there was a breakdown in procedure on the part of <br />one of our employees and we failed the compliance check referenced above. But one of the <br />things that does get lost, when an incident of this nature occurs are the efforts that an <br />organization like ours has taken to prevent the purchase of alcohol by minors. Although we <br />understand that we are responsible for the conduct and actions of our employees and therefore <br />will be held accountable; we respectfully request that you give consideration to the measures we <br />have in place and the additional steps we plan to take as a result of the occurrence. <br />Engendering the stance of no underage access to alcohol begins during the initial interview <br />process. One of the key questions asked of a potential employee is, "Do you have any reluctance <br />in carding customers ?" If the applicant exhibits any qualms about this requirement, we do not <br />consider them for employment. Once an individual is hired, they read and agree to our Company <br />Work Rules and the Policies and Procedures Governing the Sale of Alcohol. These two forms <br />outline what we expect of an employee with regard to the sale of alcohol and what the <br />consequences is for failing to follow those procedures. Also, all employees are required to take <br />the Techniques of Alcohol Management Seminar. At this seminar, employees learn about the <br />laws and our policies regarding the sale of alcohol and how to recognize and handle potential <br />problems with regard to alcohol sales. In addition, we will be requiring all employees to review <br />a video and take a test developed by the National Liquor Store Association. This refresher will <br />be done twice a year(before the 4"' of July and in the early fall). We will be reviewing these <br />procedures within the next week with all of our employees to reinforce their importance. <br />In addition, we are now implementing a card -all policy for all persons forty and under. The <br />employees will be required to card every customer regardless of age or how often they shop the <br />store. By implementing this program, it was hoped that we have removed the subjective nature <br />of trying to ascertain an individual's age. We chose this hard line despite the fact that this policy <br />aggravates a portion of our older customer base resulting in lost revenue. <br />
