Indoor motor vehicle and recreation equipment sales are a permitted use in the B -2, <br />Auto - Oriented Business District, which is thus encompassed by the PUD District. Small, <br />street -ready motorcycles are considered automobiles. Indoor auto retail sales is a <br />conditional use in the PUD District, thus requiring a Conditional Use Permit. <br />The applicant is also proposing to perform minor repairs to recreational vehicles within <br />the warehouse. Repair would be limited to those models which are sold by the <br />company. Repairs would be performed within the existing warehouse. The applicant <br />has indicated that they are currently looking for alternate locations off -site where this <br />service can be contracted out to. While minor maintenance may be considered an <br />acceptable accessory use, staff would recommend that the applicant continue pursuing <br />this alternative. <br />PUD Amendment Evaluation Criteria. When considering the applicant's request, the <br />Planning Commission shall consider possible adverse affects to the proposed <br />amendment. Judgment shall be based upon (but not limited to) the following factors: <br />1. The applicant shall demonstrate by clear and convincing evidence that the <br />proposed action has been considered in relation to the specific policies and <br />provisions of and has been found to be consistent with the official City <br />Comprehensive Land Use Plan. <br />2. The applicant shall demonstrate by clear and convincing evidence that the <br />proposed site is or will be compatible with present and future land uses of the <br />area. <br />The applicant shall demonstrate by clear and convincing evidence that the <br />proposed use conforms with all performance standards contained herein. <br />4. The applicant shall demonstrate by clear and convincing evidence that the <br />proposed use will not tend to or actually depreciate the aggregate property <br />values in the area in which the amendment is proposed. <br />The applicant shall demonstrate by clear and convincing evidence that the <br />proposed use can be accommodated with existing public services and will not <br />overburden the City's service capacity. <br />The applicant shall demonstrate by clear and convincing evidence that the <br />development of the conditional use shall reflect the architectural character of the <br />buildings in the surrounding area in regard to the following: <br />a. Proportion, scale and roof line; <br />b. Architectural style; and <br />c. Exterior finish materials. <br />2 <br />
