MINUTES <br />CITY COUNCIL <br />DECEMBER 14, 2005 <br />PRELIMINARY <br />AND FINAL <br />PLAT — <br />EVERGREEN <br />HILLS <br />CONCEPT <br />REVIEW — <br />COUNTY <br />ROAD B <br />PROPERTY — <br />SEAN <br />COATNEY <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />Mayor Blesener noted that there is no one present representing <br />the request for Preliminary and Final Plat for Evergreen Hills. <br />Mr. LaValle introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2005 -12 -285 - TABLING CONSIDERATION ON <br />THE REQUEST FOR PRELIMINARY AND FINAL PLAT FOR <br />EVERGREEN HILLS UNTIL THE JANUARY 25, 2006 REGULAR <br />COUNCIL MEETING <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />Mr. Sean Coatney and Mr. Brent Thompson appeared before the <br />Council on a Concept Review for an six -unit office /warehouse <br />condominium project they are proposing on property owned by the <br />City along County Road B. Coatney reported that the project will <br />be similar to one they are developing on the south end of Goose <br />Lake. He noted that he originally proposed outdoor storage as a <br />component of this project, but has deleted the outdoor storage except for <br />the 10% of outdoor storage allowed in the B -W District. This storage <br />would be contained in the fenced -in area shown on the site plan and would <br />consist of trucks and trailers incidental to the individual businesses that <br />would own these units. <br />Coatney described the appearance of the building noting that the front <br />would face Highway 36. He also pointed out that they would be <br />developing a small pond on the property for collection and treatment of <br />the run -off from this project. <br />Blesener noted that the units would be individually sold, likely to trade <br />people. Blesener asked what would prevent outdoor storage of materials <br />on site after a couple of years. <br />Thompson reported that the office /warehouse unit owners would be part of <br />an association. There would be documents drafted and recorded against <br />the property that would regulate the association. Those documents would <br />address the issue of outdoor storage.
