In addition, the applicant has also applied for a text amendment to <br />Section 917.030 to decrease the required setback from an abutting federal, state or <br />county trunk highway in the Shoreland District from 50 feet to 30 feet. The applicant has <br />recently begun construction of a hockey rink in the front yard of his property, located a <br />2580 Edgerton Street. The site is zoned R -1, Single Family Residential. <br />The applicant is requesting that the City create a conditional use category specifically <br />for recreational facilities such as hockey rinks, sport courts, tennis courts, and <br />swimming pools, in a front yard, other than a required yard. The code currently allows <br />for swimming pools, tennis courts and other recreational facilities which are operated for <br />the enjoyment and convenience of the residents of the principal use and their guests as <br />an accesso; i use in the R-1 District. The applicant is proposing a hockey rink and sport <br />court in the front yard, rather than the rear yard, and therefore requires the text <br />amendment. <br />The property is a 38,325 square foot lot on Gervais Lake. The front yard, which is <br />currently a separate parcel, is approximately 15,750 square feet. The applicant is <br />proposing to build an approximately 3,800 square foot structure in the front yard of the <br />property that will serve as a hockey rink in the winter months and a sport court in the <br />spring and summer months. The applicant has indicated that the floor of the structure <br />will be concrete and will be surrounded by hockey boards with a vinyl coated fence <br />mounted on them to contain all of the balls, pucks, and other equipment within the <br />
