Hanson
www. ci.little- Canada. ran. us
MEMORANDUM
TO: Mayor Blesener & Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: February 17, 2006
RE: Contamination Clean -up Subgrant Agreement and Release of Stipulated
Settlement Funds
As you know, Sherman & Associates completed the clean-up work for the environmental
contamination on the NE comer of Rice Street and Little Canada Road last fall. Attached is a
summary of the expenses incurred in making the necessary corrections. Pursuant to our
Development Agreement with Sherman Associates and the Stipulated Settlement Agreement
involving the acquisition of the property form the Guerin Family Partnership, the City Council
should authorize the disbursement of funds from the Settlement Agreement ($200,000). We will
also process draw requests for the Department of Employment and Economic Development
(DEED) Contamination Clean-up Grant and Ramsey County's Environmental Response Fund
(ERF), both of which require the expenditure of the Stipulated Settlement Funds.
Also attached is the subgrant agreement for the Ramsey County Grant. This essentially makes
Sherman Associates responsible for the proper administration of the grant. I would recommend
approval, subject to any comments by the City Attorney.
cc: Guerin Family Partnership (includes complete cost info on contamination clean-up)
