Hanson <br />www. ci.little- Canada. ran. us <br />MEMORANDUM <br />TO: Mayor Blesener & Members of the City Council <br />FROM: Joel Hanson, City Administrator <br />DATE: February 17, 2006 <br />RE: Contamination Clean -up Subgrant Agreement and Release of Stipulated <br />Settlement Funds <br />As you know, Sherman & Associates completed the clean-up work for the environmental <br />contamination on the NE comer of Rice Street and Little Canada Road last fall. Attached is a <br />summary of the expenses incurred in making the necessary corrections. Pursuant to our <br />Development Agreement with Sherman Associates and the Stipulated Settlement Agreement <br />involving the acquisition of the property form the Guerin Family Partnership, the City Council <br />should authorize the disbursement of funds from the Settlement Agreement ($200,000). We will <br />also process draw requests for the Department of Employment and Economic Development <br />(DEED) Contamination Clean-up Grant and Ramsey County's Environmental Response Fund <br />(ERF), both of which require the expenditure of the Stipulated Settlement Funds. <br />Also attached is the subgrant agreement for the Ramsey County Grant. This essentially makes <br />Sherman Associates responsible for the proper administration of the grant. I would recommend <br />approval, subject to any comments by the City Attorney. <br />cc: Guerin Family Partnership (includes complete cost info on contamination clean-up) <br />
