MINUTES <br />PLANNING COMMISSION <br />MARCH 9, 2006 <br />Knudsen felt that the recommendation relative to the T turnaround or full <br />circle option should have enough latitude so as to not preclude the ability <br />to grant a second driveway access. The City Planner felt the City will <br />have discretion in measuring the criteria on which this condition will be <br />based. The City will be able to consider topography, setback, existing <br />trees, etc. to determine whether or not a T turnaround or full circle are <br />feasible. <br />Knudsen felt that an additional condition would be that the street has a <br />great deal of non - motorized /pedestrian traffic. <br />The City Planner indicated that based on this evening's discussion he will <br />develop a draft ordinance for the Council's consideration. <br />Barraclough stated that he was struggling with the condition that the street <br />must be classified as a minor collector before consideration can be given <br />to a second curb cut. Barraclough felt that the same opportunity should be <br />offered to any property in Little Canada measured against the same set of <br />conditions. <br />Rheaume pointed out that the reason for limiting the ability to obtain a <br />second curb cut to properties on busy streets is the safety issue with <br />backing out onto the street. <br />Barraclough stated that his concern was from an equal land use standpoint, <br />and did not agree with offering the potential for a second driveway access <br />to one property owner but not another. <br />Knudsen stated that he supported the Text Amendment as discussed, <br />noting that the Council will do their evaluation and make a decision. <br />Duray supported the proposed Text Amendment as discussed from a <br />planning perspective, noting that it will prevent numerous second curb <br />cuts throughout all the City's residential areas. <br />Socha stated that she agreed with Barraclough and felt that the opportunity <br />to have a second driveway access should be available to all property <br />owners not just those on busy streets. <br />Knudsen recommended approval of the Text Amendment to the Zoning <br />Code creating a Conditional Use Permit for a second driveway access for <br />Single - Family Residential properties incorporating the conditions outlined <br />by the City Planner in his report dated march 3, 2006 as discussed and <br />modified this evening including the limitation that properties must abut a <br />minor collector street at a minimum. <br />7 <br />
