MINUTES
PLANNING COMMISSION
MARCH 9, 2006
CUP FOR
SECOND
DRIVEWAY
ACCESS —
601 COUNTY
ROAD B -2 EAST —
MURPHY
PROPERTY
DIVISION —
3007 ARCADE
STREET —
KISSELL
CONSTRUCTION
Motion seconded by Duray.
Motion carried 4 — 2. Barraclough and Socha voted against.
Barraclough and Socha stated that they opposed the Text Amendment as
they felt it should not be limited to residential properties that abut a busy
street. They noted that should a property owner not have the ability to put
in a T turnaround or full circle, then the CUP option for a second driveway
access should be available to that property owner.
Mr. Mike Murphy, 601 County Road B -2 East, requested approval of a
Conditional Use Permit allowing a second driveway access for his
property. The City Planner noted that Mr. Murphy has submitted a
landscape plan for the proposed horseshoe driveway, and that the T
turnaround or full circle are not options given the proximity of the garage
to the street and the existence of a large tree that the Murphy's would like
to retain.
Knudsen asked about the impact the horseshoe driveway would have on
drainage. Murphy reported that given the premature start he had with the
horseshoe driveway, the property has not been properly graded. Grading
will slope the property toward the west, thus directing run -off properly.
Duray recommended approval of a Conditional Use Permit allowing a
second driveway access for 601 County Road B -2 East as proposed by
Mike Murphy, subject to compliance with the conditions just discussed by
the Commission, and subject to City staff reviewing the drainage for the
property to ensure it is proper.
Motion seconded by Rheaume.
Motion carried 4 — 2. Barraclough and Socha voted against.
Mr. Jeff Kissell, Kissell Construction, appeared before the Commission
requesting approval of the division of 3007 Arcade Street into two single -
family lots. Kissell reported that the existing house will be torn down and
two new houses built on the property.
Duray asked if the tree line at the back of the property would be disturbed.
Kissell was not sure at this point, but noted that the setbacks for the new
homes would comply with the City's requirements.
8
