Hanson
MEMORANDUM
To: Mayor Blesener & Members of City Council
From: Bill Dircks, Public Works Superintendent
Date: March 21, 2006
Re: 2006 Street Sweeping
Quotations were received from three companies for 2006 street sweeping. The
specification form has been attached for your review. There were two programs
presented for the companies to furnish quotations. The first was for the regular spring
sweeping using two sweepers and a dump truck to haul the sweepings to Ramsey
County's Kent St. dump site. The second was a price for sweeping in late summer to
clean up the streets before autumn. That program asked for one sweeper and a dump
truck to haul the sweepings to a site chosen by the contractor that would accept leaves as
the Kent St. site does not accept leaves.
Quotations were received from George's Contracted Services, Inc, Pearson Bros., Inc.,
and Allied Blacktop Company. Their respective quotes for the two programs have been
attached to this memo. Pearson Bros. was the low quote for the spring sweeping and
George's was the low for the summer sweeping program unless Alternate One is used.
Allied Blacktop provided the low quote for Alternate One. Both George's Contracted
Services and Allied Blacktop have swept for the city before and have done a good job.
Pearson Bros. has never been solicited for street sweeping in the City but they have done
seal coating in the city and have always done a nice job.
It is staff's recommendation that we enter into a contract with Pearson Bros. for the
spring street sweeping at a cost of $209 per hour. It is our estimate that it will take
between 90 and 120 hours to finish the city. That yields an estimated total cost range of
$9,405 to $ 12,540. Due to the large number of snow and ice events requiring salt/sand
operations, staff anticipates sweeping will take close to 120 hours, which is about how
long it took last year in similar conditions.
Staff will further discuss the late summer sweeping options and determine our best course
of action at a later date.
