on a lot. Doing so may lead to issues associated with storm water runoff and drainage, <br />among others. Increasing the impervious surface on a lot without properly addressing <br />storm water management may have a negative impact on neighboring properties as <br />well. <br />Other Community Regulations <br />City staff conducted a survey of nearby communities to determine whether or not Little <br />Canada's driveway regulations are consistent with prevailing standards, including a <br />review of their codes and discussion with staff. The survey is attached to this report. <br />The six communities surveyed included White Bear Lake, Vadnais Heights, Shoreview, <br />Maplewood, Roseville, and Arden Hills. Four of six communities require only one curb <br />cut per parcel on curbed. streets. The other two include.Maplewood, which permits two <br />by approval of the City Engineer, based on a maximum impervious surface in the front <br />yard of 40 %, and a 20 to 30 foot spacing between curb cuts. Roseville allows two, upon <br />staff review and a maximum 30% impervious surface. <br />Code Change <br />If the City choos2s to change the code and allow second driveways for single family <br />property, staff suggests that the change be done in association with several conditions. <br />Imposing additional restrictions for second driveways will .assist .in maintaining the level <br />of safety and mobility current present within. the City. The following are additional <br />regulations to consider including as conditions associated with a possible code change: <br />• Limit the overall impervious surface. There are currently no impervious surface <br />limitations for the R-1 District, although Shoreland parcels have an overall <br />limitation of 30 %, Staff would recommend that if second driveways are allowed, <br />the City limit the overall amount of impervious surface allowed on any parcel and <br />that any site plan submitted include a storm water management plan. <br />• Limit the maximum percentage .. or linear feet of curb cut allowed on any one <br />parcel. The current code states that no curb cut shall exceed 24 feet in width <br />unless approved by the City Engineer. The minimum width of a lot in the R -1 <br />District is 75 feet for interior lots and 80 feet for corner lots. Staff would <br />recommend that if the City changes its code, the total curb cut on any parcel <br />should be limited to not exceed 50% or 40 total feet, whichever is less. <br />s Limit the minimum amount of frontage necessary fora lot to qualify for an <br />additional curb out. The current ordinance requires 125 feet of frontage per curb <br />cut for non - single family uses. Staff would recommend that.a similar restriction <br />be applied to single- family uses. <br />s Limit the minimum separation between curb cuts for parcels with a second <br />driveway. The current code states that driveway access curb openings on a <br />public street for non - single family dwellings shall not be located less than 40 feet <br />3 <br />
