from one another. Staff would again recommend that a sirnilar restriction be <br />applied to single - family uses. <br />• Limit the total number of curb cuts on each street. The Access Management <br />literature prepared by MnDOT emphasizes the fact that too many driveways <br />along major roads can cause problems. Limiting the total number of curb cuts on <br />a given stretch of road will provide landowners with safe, convenient access, <br />make pedestrian and bicycle travel safer, enhance the community appearance, <br />and support desired development, among other things. <br />• Limit the minimum setback requirement for curb cuts from lot lines or other <br />neighboring curb cuts. The current code states that curb cut openings shall be <br />setback a minimum of five feet, not including curb radius, from side or rear <br />property lines and 40 feet from neighboring curb cuts. Staff would recommend <br />that, at a minimum, these setback requirements be. maintained. The City may <br />also consider intensifying these requirements on parcels with a second driveway. <br />Increasing the setback requirements will limit the number of parcels eligible for <br />two driveways. <br />• Require additional landscaping to compensate for additional pavement and /or <br />require an alternative paving material other than asphalt. An example of such <br />alternative paving material may include pavers, or any .other material that is <br />aesthetically pleasing. Staff would recommend that a detailed landscaping <br />plan be submitted to the Zoning Administrator in conjunction with any site <br />plan for a second driveway. The landscaping plan shall identify design, size, <br />quantity, and type of all landscape elements and. materials, including, but not <br />limited to, plant materials and paving materials. <br />• Only allow a second driveway for parcels that do not have a "T. turnaround or full <br />circle options. <br />Conclusion <br />Allowing single family residential parcels to have second driveways will make access <br />management difficult, create additional safety concerns, and increase the amount of <br />impervious surface. MnDOT has done a great deal of work to.prornote..access <br />management on roadways within our communities.
