Memo <br />tLFCRING ASSO(IATS <br />TO: Mayor Blesener & Members of the City Council <br />FROM: Lee Elfering, City Engineer <br />DATE: April 7, 2005 <br />RE: 2489 McMenemy Street <br />Installation of Storm Sewer Culvert <br />Drainage Improvements <br />A drainage concern was brought to the City's attention between two residential <br />properties at 2489 and 2481 McMenemy Street late last fall. The drainage from both <br />driveways and a portion of McMenemy Street drain back down one resident's driveway, <br />partially through a small 4 -inch diameter pipe. The storm water runoff then ponds in the <br />yard next to the garage until high enough to be conveyed overland to a drainage swale <br />on the back side of the properties. As a result of the drainage down the driveway, icing <br />is an issue in the winter. The ponding creates issues year round but is exacerbated in <br />the winter due to the ice. Due to the fact that no drainage and utility easement exists to <br />allow for conveyance of this water down the residents driveway and that some of this <br />drainage is from the public street, we felt that it was the city's responsibility to correct the <br />problem. <br />Due to site limitations as a result of existing improvements, which consist of driveways <br />and retaining walls, on both properties near the lot line the most cost effective means for <br />providing a drainage outlet is to directional bore a 6 -inch pipe. In discussions with the <br />property owner at 2489 McMenemy Street, they have indicated that they would be willing <br />to grant any easement for installation and existence of a pipe on their property along the <br />lot line to solve the problem. There is sufficient grade to install the pipe at a minimum <br />grade of 3.0 %. <br />The solution would consist of a small rain water garden within the right -of -way on <br />McMenemy Street and then installation of a storm sewer pipe from this point to the <br />drainage swale along the back lot line of both lots. The storm sewer pipe would be <br />directionally drilled by an outside contractor and the rain water garden would be <br />constructed by City forces. <br />We received quotes from several contractors that specialize in directional boring late last <br />fall, but due to the need for winter season construction, bids were higher than <br />anticipated.
