Six (6) bids were received from the following
companies:
Tf10111001
Corporation Bid Amount
T. A. Schifsky and Sons $1,154,217.47
Forest Lake Contracting $1,315,678.75
North Valley, Inc. $1,379,399.01
FPI Paving Contractors, Inc. $1,460,752.50
Hardrives, Inc. $1,478,094.75
Midwest Asphalt Corporation $1,575,054.88
T. A. Schifsky and Sons was the low bidder with their bid appearing to be in order and in
compliance with the bid requirements as set forth in the Contract Documents. In addition, they
have completed other municipal projects of similar nature in an acceptable manner.
The Feasibility Study estimated the construction cost at $1,187,200.00. In addition, the
engineer's estimate completed at the end of plan and specification preparation estimated the
construction cost at $1,266,000.00. The low bid received, based on the engineer's estimate,
appears to be competitive. We will be reviewing the bids to ensure that they do not contain any
errors and /or omissions. The bid amounts noted above include a deduction for use of recycled
aggregate base, which we would recommend be accepted. Barring any changes and based on
a preliminary review of bids, we recommend award of the project to T. A. Schifsky and Sons in
the amount of $1,154,217.47. We will provide verification of the accuracy of the bids prior to the
Council meeting.
If you have any questions concerning this information, please call me at (763) 780 -0450.
Sincerely,
Elfering & Associates
Lee Elfering, P.E.
City Engineer
Itr 040706 council award
10062 Flanders Court NE, Blaine, MN 55449 — Ph: (763) 780 -0450 — Fax: (763) 780 -0452
