Hanson <br />www.ci.little-canada.mn.us <br />MEMORANDUM <br />TO: Mayor Biesener and Members of the City Council <br />FROM: Joel Hanson, City Administrator <br />DATE: April 3, 2006 <br />RE: 2006 Action Plans and Commentary on Balance of Goal Listing <br />Action plans have been prepared for the top nine goals from our 2006 Planning Session per <br />Council Direction and are included with this memo. This memo attempts to provide a short <br />background and commentary on the other goals developed at our planning session. They are <br />as follows: <br />Seek RFP's for Professional Services ā€” With no disrespect intended to our current <br />providers, staff believes this should be done periodically to ensure we are controlling costs <br />and obtaining the desired service levels. Recently, we achieved significant savings by the <br />changeover in City Engineers. In the past, it has helped us control costs with our Auditors <br />(we should do this again for 2007). City Attorney and Planner are other possibilities. <br />Resolve Sewer Billing Issue with Vadnais Heights ā€” Last year, staff discovered that Little <br />Canada has been charged for sewage treatment costs for some Vadnais Heights apartment <br />complexes located along County Road D. The basis for this was a letter sent from Vadnais to <br />Met Council Environmental Services stating that Little Canada would be billing these <br />accounts. We have never billed those properties, but Vadnais has. Therefore, we will be <br />seeking a refund of the sewage costs we paid. Presently, the City Attorney is working with us <br />to delineate our legal options. A recommendation on the proposed course of action will be <br />forthcoming shortly. Please keep this confidential at this point so as not to jeopardize any <br />negotiations we will have with Vadnais Heights. <br />Develop Long -term Plan to Complete City's Water System ā€” Over the years, we have been <br />installing water to areas previously unserved. We have been doing so in conjunction with <br />street reconstruction to minimize restoration costs. A few areas remained unserved (Lakeside <br />Court west of Keller Parkway, Australian Avenue east of Lakeshore Avenue, Racine Avenue <br />west of Centerville Road, and Beam Avenue including a significant portion of Maplewood). <br />
