The Beam Avenue portion will likely go with the development of the Sculley property and
will require coordination with Maplewood to serve Kohlman Lane and Keller Parkway west
to Arcade. We have met with Maplewood on this issue, and service is likely to come from
Little Canada.
Ambulance Housed in City — When the Fire Station was constructed in 1990, the possibility
of housing an ambulance in that building was considered. (Today, that may prove difficult
given the new equipment we have added.) I have discussed with Allina representatives in the
past. While they did not totally shut the door on this possibility, they gave a strong indication
that their current ambulance locations are working well for them. To pursue this matter
further, we could hold a meeting with them and make a formal request, subject to space
availability.
Enhance Cable TV Offerings/Televise Park & Recreation Commission Meetings — The
Cable Producer is in the process of upgrading the control room and installing new software
for Channel 16. This has limited his time to work in other areas. Staff does have periodic
meetings to discuss programming options. Youth sports and city events have been the bulk of
our programming activity to date. Our contract group is also encouraging the Sheriff's
Department to develop some information /educational videos on topics such as How to
Prevent Thefts from Autos, How to Start a Neighborhood Watch Group, Steps to Minimize
Identity Theft. RSCD is also implementing a new TV show that will talk about some of these
topics as well as other items of interest. The first one should be airing within a couple of
months. As far as the Park & Recreation Commission, they could decide to have their
meetings televised or the City Council could direct it.
Extend Little Canada Road Streetscape to Edgerton — Extend the streetscape amenities
that currently exist along Little Canada Road from Rice Street to the County Road
C/Lakeshore Avenue its entire length to the extent possible. This has been done to a limited
extent evidenced by the existence of banners on certain portions of road as well as planters,
bus bench, and sidewalk adjacent to the City's parking lot at McMenemy Road. However, it
might be possible to make additional efforts, i.e. decorative street lighting, additional planters,
banners, sidewalks, etc. Another improvement which is mentioned later in this memo would
be the installation of a decorative railing on the Little Canada Road bridge. There are issues
of adequate right -of -way, County jurisdiction over this portion of Little Canada Road, and the
timing of future County improvements to Little Canada Road. Staff has contacted the County
to determine their improvement schedule for Little Canada Road, but has not yet had a
response. This suggested goal should be kept in mind should opportunities for additional
amenity improvements become available.
Community Pride Committee — I believe the goal here would be to re- establish this group
that previously existed in the mid -90's. They were instrumental in expanding code
enforcement activities, developing the Welcome to LC signs, establishing City Logo clothing,
and instituting the Community Pride Awards for property appearance. The group faded away
with membership turnover. To make it active again, we would need to find some interested
citizens of varied interest to work with staff on topics of importance.
2
