'6+
Yelt `CJa naa<
515 Little Canada Road, Little Canada, MN 55117 -1600
(651) 766 -4029 / FAX: (651) 766 -4048
www.ci.little-canadaann.us
MEMORANDUM
TO: Mayor Biesener & Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: April 3, 2006
RE: Parking Agreement with RWMWD & Norm's Tire
MAYOR
Bill Blesener
COUNCIL
Jim LaValle
Rick Montour
Barbara Allan
John Keis
ADMINISTRATOR
Joel R. Hanson
When the History Center addition was constructed, we entered into a shared parking agreement
with Norm's Tires. This was as two -way agreement that allowed for either party to park on the
other's site for overflow purposes, ideally with advanced notice. Now that Ramsey /Washington
Metro Watershed District (RWMWD) has completed the construction of their facility across the
street, they would like us to amend the agreement to make it a three -way arrangement.
This agreement will beneficial to the City in that we gain access to the RWMWD's lot. If our
agreement with Norm's would have ever been terminated, there could have been occasional
overflow needs that we would not have been able to accommodate without parking on the site
now occupied by RWMWD. Given the development of that site, it is logical to have overflow
arrangements with RWMWD to address this issue.
Attached is the proposed agreement for shared parking between the three entities. The City
Attorney has reviewed it and approved it in its present form. Therefore, staff would recommend
the approval of the attached agreement as presented with the Mayor and Administrator to be
authorized to execute same on behalf of the City.
cc: RWMWD
Norm's Tire
