<br />N:\Proposals\Little Canada\Country Drive Sidewalk\2025-09-17 Country Drive Sidewalk Proposal.docx <br /> <br />September 17, 2025 <br /> <br />Mr. Bryce Shearen <br />City Administrator <br />515 Little Canada Road E <br />Little Canada, MN 55117 <br /> <br />RE: Country Drive Sidewalk Extension <br /> Preparation of Plans & Specifications, Property Owner Coordination, and Permitting <br /> <br />Dear Mr. Shearen, <br /> <br />Rehabilitation of Country Drive (City Project No. 2026-PW40), from Little Canada Road to South Owasso <br />Boulevard, is scheduled for construction in 2026. It is currently planned to be bid alongside the Little <br />Canada Road Improvement Project. <br /> <br />This proposal outlines the scope of work required to include a new sidewalk extension as part of the <br />Country Drive rehabilitation. A preliminary desktop review indicates that the sidewalk extension is <br />feasible. However, certain pinch points, topographic challenges, and right-of-way constraints may <br />necessitate the use of retaining walls, railings, and/or fencing. <br /> <br />The estimated ground disturbance exceeds 1 acre, triggering stormwater management and permitting <br />requirements through the Ramsey-Washington Metro Watershed District (RWMWD). This will likely <br />require the design of stormwater management features such as rain gardens. <br /> <br />If the sidewalk is ultimately included with the project, the Country Drive project may need to be <br />separated from the Little Canada Road Project and bid independently due to federal funding and <br />environmental review requirements. If the sidewalk is not included with the project, relevant sidewalk <br />plans can be extracted and saved for bidding as a standalone project at later date. <br /> <br />Scope of Services <br /> <br /> Task 1 – Preliminary/Topographic Field Survey <br />• Conduct a topographic survey of the project area. <br />• Evaluate existing culverts to determine if replacement is needed. <br />• Import survey data into AutoCAD and verify accuracy. <br />• Develop a base plan showing existing infrastructure for use in final design. <br /> <br /> Task 2 – Environmental Review <br />• Confirm that no wetlands require field delineation (based on desktop review). <br />• Complete final environmental review and clearance following design completion. <br /> <br />
