COMMUNITY SUPPORT PROGRAM: <br />Program Funding <br />This program will be funded on an annual basis, discussed with the annual budget process as <br />outlined in the proposed financial policy amendment being considered. <br />For 2026, the program amount will be five (5), $1,000 donations. <br />City staff will be responsible for the administration of the fund’s budget. The budget will <br />be balanced in a way that current expenditures will not exceed current revenues and will <br />be presented to the City Council for approval on an annual basis. Before adding, <br />committing to existing, or paying for a new program, the city will consider the fund’s <br />projected availability of funds. City Council reserves its ability to add or remove such <br />existing or future programs and expenditures. <br />Program would become available in January 2026, on a first-come, first-served basis, and <br />would be open until all donations are awarded. <br />Eligible Organizations <br />Eligible organizations will be required to complete an application and meet certain requirements. <br />Applying organizations must be a registered and in compliance 501(c) (3) organization, whose <br />mission includes work that provides: <br />Food support/shelf/bank <br />Youth recreational programming <br />Senior program services 501(c) (3) <br />To create an equitable process, organizations that receive funds will be placed on a waiting list in <br />the order in which the application was received for future years, should they wish to reapply. <br />Other Requirements <br />Organization meets one of the missions selected by the council <br />Organization is a registered 501(c) (3) in compliance <br />Organization must follow Minnesota State Statutes for “Lawful Purposes, including <br />Section 349.154” <br />o Operating standards for the organization, including a maximum percentage or <br />percentages of the organization's total expenditures that may be expended for the <br />organization's administration and operation <br />o Any expenditure by the organization of net profits from lawful gambling, <br />including a requirement that the expenditure be related to the primary purpose of <br />the organization <br />o If related to recreation programming: the organization may not deny a reasonable <br />request for funding of a facility or activity for the underrepresented gender if the <br />request is for funding for a facility or activity that is a lawful purpose under that <br />clause <br />Organization must have a business address registered in Little Canada <br />Organization must serve Little Canada residents <br />A completed application (submitted online)
