2 <br />Working with community leaders and industry professionals to learn more <br />about their experiences <br />Identifying the preferred function and uses of a community building in Little <br />Canada <br />Looking into the future to offer flexibility and supportive infrastructure <br />Use Identified Funding and Revenue Potential <br />Per direction of the Finance Director, the TAC recommends using Tax Abatement Authority to <br />issue bonds. The TAC also recommends considering a local sales tax and pursuing grant funding <br />where available. Understanding that this building will need to be paid off over time, city staff <br />should plan to generate revenue from the rental room. <br />Consider Spatial Planning for Future Infrastructure <br />The TAC recommends building the community building on the parcel recently purchased at 2886 <br />Centerville Road and SW Pioneer Park. The community building will be part of current <br />infrastructure, but future plans should be considered. These include: <br />Providing ample parking to support building function and existing/future park user needs. <br />Incorporate a new maintenance/storage facility on the south side of the parcel to provide <br />more room and storage for Parks Maintenance. <br />Support passive use from park users around the building, while also providing private space <br />for event use. <br />Use Sustainable Building Strategies to Create a Green Building <br />Creating a facility that is energy efficient and sustainable is important in today’s world. The TAC <br />recommends considering the following sustainable features: <br />Use Energy Efficiency & Renewables <br />Use stormwater management techniques <br />Use materials that come from the region and that are recycled <br />Protect current trees and use native/adaptive vegetation <br />Have a facility with large windows for natural light and views <br />Look into building automation to make the facility efficient <br />STRATEGIC ALIGNMENT: <br />This initiative directly supports Priority #3 from the City Council's 2025 Strategic Planning goals <br />for Year 1 (2025–2026). <br />NEXT STEPS: <br />The TAC will take any feedback for consideration at their next meeting on October 9. After <br />finalizing the report, the TAC will present it at a future City Council meeting for consideration. <br />STAFF RECOMMENDATIONS: <br />Staff requests feedback on the direction and recommendations related to the Community Building <br />project.
