<br /> <br /> STAFF REPORT <br /> <br />To: Mayor Fischer and Members of City Council <br /> <br />From: Heidi Heller, City Clerk/HR Manager <br /> <br />Date: October 8, 2025 <br /> Re: New On-sale and Sunday Sales Liquor Licenses –El Parian Restaurant <br /> <br /> <br />Action To Be Considered: <br />Motion to approve, table or deny the following: <br />• New on-sale intoxicating and Sunday sales liquor licenses for Jose Rodriguez-Alvarez, <br />owner of El Parian Restaurant at 2900 Rice Street, Suite 310 for the license period <br />October 15, 2025 to June 30, 2026, subject to satisfactory background checks and a fire <br />inspection being completed. <br /> <br />Background: <br />Jose Rodriguez-Alvarez has applied for on-sale intoxicating liquor and Sunday sales liquor <br />licenses for his proposed restaurant, El Parian, located at Market Place Center, 2900 Rice Street, <br />#310. This space was formally occupied by El Sombrero restaurant, which closed in late June <br />2025. Mr. Rodriguez-Alvarez owns four other El Parian restaurants in the south metro and is <br />excited to expand into Little Canada. <br /> <br />Mr. Rodriguez-Alvarez has completed the applications, submitted all of the required information <br />and paid the fee for the licenses. The license approval will be contingent on receiving <br />satisfactory background checks and fire inspection. <br /> <br />Recommendation: <br />Approve new on-sale and Sunday sale liquor licenses for Jose Rodriguez-Alvarez, owner of El <br />Parian, at 2900 Rice Street, #310. <br /> <br />Attachment: <br />• El Parian Restaurant Business Plan <br /> <br />
