Staff Report <br />To:Mayor Fischer and Members of the City Council <br />From:Bill Dircks, Public Works Director <br />Date: October 8, 2025 <br />Re:No parking on Condit Street <br />Action To Be Considered: <br />Motion to approve, table, or deny the following: <br />Installation of “No Parking Any Time” signs on both sides of Condit Street. <br />Background: <br />Over the past few years, many vehicles have been parking on the east side of Condit Street day <br />and night. Staff has received numerous calls, emails, and in-person visits from residents of <br />Condit concerned about the vehicles parking on such a narrow street. Residents have expressed <br />concern for their safety when driving on the narrow road and encountering oncoming traffic from <br />the opposite direction. It has created awkward situations where one vehicle must back up to a <br />vacant spot or a side street to make way for a bus or another car. There have also been challenges <br />for city plows to navigate the road during winter months due to all the equipment on the plow <br />trucks. <br />When Condit Street was reconstructed in 2008, the intent was to post the street no parking due to <br />how narrow the street was built under the constrained right-of-way along the corridor. It was <br />discussed at the public hearing but then the signs were not included in the plan set. <br />Engagement: <br />Staff suspected that most, if not all, of the vehicles parked along Condit Street are from Quebec <br />Apartments and Classic Collision (formerly Suburban Auto Body). Staff met with some of the <br />employees from Classic Collision and learned that, while they used to park on the street, they <br />have now found space in their parking lot to park. They said that some of the vehicles are from <br />North Star Estates Manufactured Home Park, and those cars have been parking too close to their <br />driveway recently, so they support posting the road no parking. Staff will meet with the Quebec <br />Apartments management team after the agenda is published but before the City Council meeting, <br />so an update will be given at the meeting. <br />Staff believes the best solution is to post the street as no parking at any time to ensure vehicles, <br />especially buses, emergency vehicles, and maintenance vehicles, can move freely in either <br />direction.
