Staff Report <br />To:Mayor Fischer and Members of the City Council <br />From:Bryce Shearen, City Administrator <br />Laura Linehan, Assistant City Administrator <br />Date: October 22, 2025 <br />Re:Strategic Plan Quarter 3 Status Update Report <br />Action To Be Considered: <br />No formal action. The purpose of the Strategic Plan Quarter 3 Status Update Report is to inform the <br />City Council of the Strategic Plan progress to date, receive feedback from the City Council, and <br />create dialogue around the plan’s status. <br />Background: <br />Little Canada Strategic Planning <br />Following the seating of the 2018 elected council members, at the February 13, 2019, City Council <br />workshop, staff proposed engaging Hue Life to complete a city-wide strategic plan. The goal of the <br />proposed strategic planning initiative was to establish a practical vision for the community and <br />identify the city's steps to achieve that vision. <br />First Strategic Plan - 2019 <br />Following several strategic planning sessions, interviews with Council members and Commission <br />members, and feedback from staff, a five-year strategic plan was presented for City Council <br />adoption on September 11, 2019. <br />2022 Strategic Plan Update <br />The 2022 Strategic Plan update was presented at the workshop on July 13, 2022, and was formally <br />adopted by the City Council on September 28, 2022. <br />2025 Strategic Plan <br />As the 5-year strategic plan expired, with over 90.17% of items with measurable completion, staff <br />recommended completing a strategic planning session with the city council and leadership team to <br />develop another 5-year strategic plan. On December 18, 2024, the City Council approved an <br />agreement with Richard Fursman of HueLife to facilitate and document retreat results. <br />In advance of the strategic planning retreat, staff presented relevant information at the February 26 <br />City Council Workshop. The strategic planning retreat was held on February 28 and March 1. At <br />that retreat, City Council members, city leadership team, and planning and parks commission <br />members participated in a facilitated discussion led by HueLife. The discussion resulted in four <br />strategic directions to help achieve a practical vision for the community and identified clear steps <br />the city would take to achieve that vision.
